MEMBERS OF THE STANDING COMMISSION The 30th International Conference of the Red Cross and Red Crescent (IC) elected the five (5) National Society Members to the Standing Commission (SC) for the next four (4) years, until the close of the 31st Conference in 2011.
In addition to the elected members, there are four ex officio members – the Presidents of the ICRC and the International Federation of Red Cross and Red Crescent Societies, Dr Jakob Kellenberger and Mr Juan Manual Suarez del Toro, the Director of Law and Movement Cooperation of the ICRC, Dr Philip Spoerri and the Secretary General of the International Federation, Dr Bekele Geleta.
• National Society members elected in their personal capacity:
H. E. Dr Mohammed Al-Hadid was reelected Chairman of the Standing Commission at its first meeting on November 29, 2007.
Dr Massimo Barra was elected Vice Chairman.
Standing Commission of the Red Cross and Red Crescent
Director for International Law and Cooperation within the Movement at the International Committee of the Red Cross (ICRC), .
Philip Spoerri was born in 1963 in Zurich. He was trained as a lawyer in Germany where he acceded to the bar in 1992. Before commencing as a delegate for the ICRC at the beginning of 1994, he worked as a criminal defence lawyer. In 2000, he was awarded with a PhD for a thesis on international humanitarian law from the University of Bielefeld, Germany.
Following a first mission for the ICRC in Israel/Palestine, he served as a delegate in Kuwait and in Yemen. From 1998 to 1999 he worked for the ICRC in Afghanistan as a protection coordinator, in charge of ICRC activities for the protection of detainees, reestablishment of family links and tracing activities in the country. Then, he spent 18 months as the ICRC head of mission in the Democratic Republic of Congo. From December 2000 until April 2004, he worked as a lawyer at the ICRC headquarters in Geneva and headed for two years the legal advisers to the operations' department. He returned to Afghanistan as the ICRC head of delegation from May 2004 to January 2006. He is Director for International Law and Cooperation within the Movement since June 2006.
