The 28th International Conference in December 2003 elected five members from National Societies (NS) to the present Commission, the mandate of which extends to the 30th International Conference in 2007. In addition, there are four ex-officio members representing the ICRC and the International Federation as stipulated in the Statutes for the Movement, Article 17.
• National Society members elected in their personal capacity:
H. E. Dr Mohammed Al-Hadid was unanimously elected Chairman of the Standing Commission at its first meeting on December 5, 2003. Ms Davidson was elected Vice Chair.
Standing Commission of the Red Cross and Red Crescent
Before his election into the Standing Commission, Ambassador Cuvillier served as a member of the Governing Board and Chairman of the Committee for International Relations and Operations of the French Red Cross.
In the first two years of his mandate in the Commission, he chaired the Working Group on the emblem and was the Commission’s Special Representative on the Emblem. In both capacities, he was actively involved in the preparatory work and contributed to the success of the diplomatic conference held in December 2005, which adopted the Additional Protocol III to the Geneva Conventions.
In the immediate future, he will work for the success of the 29th International Conference, which is expected to bring the subject of the Emblem to a final conclusion in June 2006.
After the Conference, he looks forward to chairing the SC Working Group on the preparations for the following Statutory Meetings – namely the Council of Delegates and the 30th International Conference – scheduled for November 2007.
Regarding the Standing Commission, he would like to see it fully implement its mandate contained in article 18 of the Statutes of the Movement and, in particular, effectively contribute to a better coordination among the components of the Movement.
