MEMBERS OF THE STANDING COMMISSION The 30th International Conference of the Red Cross and Red Crescent (IC) elected the five (5) National Society Members to the Standing Commission (SC) for the next four (4) years, until the close of the 31st Conference in 2011.
In addition to the elected members, there are four ex officio members – the Presidents of the ICRC and the International Federation of Red Cross and Red Crescent Societies, Dr Jakob Kellenberger and Mr Juan Manual Suarez del Toro, the Director of Law and Movement Cooperation of the ICRC, Dr Philip Spoerri and the Secretary General of the International Federation, Dr Bekele Geleta.
• National Society members elected in their personal capacity:
H. E. Dr Mohammed Al-Hadid was reelected Chairman of the Standing Commission at its first meeting on November 29, 2007.
Dr Massimo Barra was elected Vice Chairman.

Why did you want to be in the commission?
In my more than 20 years as a volunteer, I have seen the difference that the RC makes in the lives of people every day. I have also witnessed, firsthand, the lifesaving work of RCRC volunteers around the world, many of whom make great personal sacrifices to improve the lives of vulnerable people. As a member of the SC, I would have the opportunity to bring together my understanding of work at the community level with my experience in governance. I would work with other Commission members to offer strategic guidance and foster cooperation among the components of the Movement to further advance our humanitarian mission.
What do you hope to achieve? I’d like to further Improve cooperation within the Movement and with other partners to advance our mission. This could include e.g.
• identifying ways to ensure that NS can play a key role in international and regional
operations through on-going reflection on the
Seville Agreement and its Supplementary
Measures;
• implementation of the Strategy for the
Movement, with emphasis on a unified
approach to NS capacity building;
• strengthening the dialogue between the
Movement and governments to manage the
balance between auxiliary role and
independence and
• strong emphasis on consultations with NS for
their ideas regarding the SC agenda. What experience do you have within the American Red Cross? On the national level, I’ve been a Member of the Board of Governors and Former Chair of the International Services Committee. Presently I’m Vice Chair of American Red Cross Compensation and Management Development Committee. My regional engagements include Chairmanship of the Mountain West Region.
... and internationally, within the Movement? To review and acquaint myself with programme activities I’ve undertaken missions to e.g. Benin, Chad, El Salvador, Ethiopia, Honduras and the Middle East. I’ve also represented the American RC to statutory regional and international Movement meetings in Ecuador, Ethiopia, Republic of Korea, and in Geneva.
Your experience outside the Movement? I’m presently the Chair of the Idaho Falls Downtown Development Corporation. In addition I’m the Founding Partner of the Fuller and Carr Associates (J.D.), President of Elite Construction Co. and President of Carr Land and Title Inc. Other activities include chair and membership of Board of Trustees of the Museum of Idaho, Idaho Falls Arts Council and leadership Course at the John F Kennedy School of Government, Harvard and training in International Humanitarian Law.
