MEMBERS OF THE STANDING COMMISSION
The 30th International Conference of the Red Cross and Red Crescent (IC) elected the five (5) National Society Members to the Standing Commission (SC) for the next four (4) years, until the close of the 31st Conference in 2011.

In addition to the elected members, there are four ex officio members – the Presidents of the ICRC and the International Federation of Red Cross and Red Crescent Societies, Dr Jakob Kellenberger and Mr Juan Manual Suarez del Toro, the Director of Law and Movement Cooperation of the ICRC, Dr Philip Spoerri and the Secretary General of the International Federation, Dr Bekele Geleta.

Why did you want to be in the commission?
I have chaired the Standing Commission (SC) since 2003 after serving as vice chair since 1999. We have scored important successes since 2003, the obvious example being the ‘comprehensive and lasting solution to the question of the emblem’, as our work on the now adopted Third Additional Protocol to the Geneva Conventions became known. Building on this and other achievements, I am committed to further strengthen the vital unity of the Movement and to ensure that efforts made and progress accomplished are advanced and built on.

We have major humanitarian challenges ahead, as defined by the 30th International Conference. I want to ensure that the Movement can face and respond to them effectively, safeguarding our Fundamental Principles while meeting the needs and expectations of the vulnerable people of the world.

Implementing the Strategy for the Movement is an agenda in its own right in promoting better internal Movement cooperation. Much work has been done and positive results have emerged. However, still more is needed and this work must continue.

What do you hope to achieve?
I hope to
• contribute to determining our priorities as a
   Movement over the coming years based on
  the outcomes of the 30th IC and as dictated
   by the ever changing world around us;
• preserve a strong and well functioning
   Movement, which can immediately and
   effectively serve the victims of war and
   adversity
   and meet any unforeseen challenges of
   the 21st century;
• promote co-operation and co-ordination within
   the Movement and with our primary partners
   outside, with governments and their
   organisations as well as with the NGO world
   building on the primary role of the Standing
   Commission as the trustee of the International
   Conference;
• involve and consult with National Societies as
   the vital force of our Movement to address
   important internal and external challenges, to
   promote Movement identity and to further raise
   its profile and credibility;
• ensure and encourage the on-going process of
   the implementation of the Strategy for the
   Movement, first adopted by the Council of
   Delegates in 2001 and updated by it in 2005
   and to
• strengthen and clarify the internal decision
   making mechanisms within the Movement fully
   respecting the roles and responsibilities of the
   various components in line with their specific
   mandates;

Building on experiences and lessons learnt from emergency operations involving all components of the Movement, I hope we will continue to analyse and to address possible challenges as necessary to ensure the relevance of the Seville Agreement and its Supplementary Measures and other similar coordination and cooperation instruments.

I have been with the JRC since 1981 and it’s President since 1993. Previously I have held the positions of

I have been Chairman of the Standing Commission since 2003; more recently I chaired the 29th International Conference of the Red Cross and Red Crescent in June 2006. Earlier I have been i.a.

• Vice President of the International Federation
• Chairman of Disaster Relief Commission of the
   International Federation

Further, I have participated at numerous meetings of the President and Vice Presidents and of the Executive Council (now Governing Board) of the International Federation, at all International Conferences of the RC/RC since 1986, all General Assemblies of the International Federation and Council of Delegates since 1986 and numerous RC/RC regional conferences, round tables and seminars. Last but not least I’ve attended all Arab RC/RC regional conferences since 1985.
