| The Council of Delegates |
The Council of Delegates is the body of the International Red Cross and Red Crescent Movement where all members meet to discuss matters that concern the Movement as a whole. It meets every two years and comprises the 186 national Red Cross and Red Crescent societies, the ICRC and the International Federation.
Issues on the agenda include access to victims and vulnerable people; neutral and independent humanitarian action; respect for diversity and fighting discrimination; promoting international humanitarian law, and the adoption of an additional emblem to the red cross and red crescent.

| About the 2011 Council of Delegates |
The 2011 Council will meet for a one-day meeting on Saturday 26 November, 2011 at the International Conference Centre in Geneva.
Issues on the agenda include i.a. defining a Movement position on Nuclear Weapons, Movement cooperation with external actors, Guidance for National Societies working in situations of armed conflict and other situations of violence and issues relating to the Strategy for the Movement. The Council will also hear a report on the implementation of the MoU between the Palestine Red Crescent Society and the Magen David Adom in Israel.

In preparation for the 31st International Conference, which opens on 28 November, the Council will adopt the Conference agenda and propose its officers.
Follow-up reports on resolutions by the 2009 Council will be sent to all members 45 days before the opening on November 26. National Societies wishing to raise issues stemming from the reports are invited to inform the Standing Commission in advance for such issues to be added to the Council agenda.
