The Council of Delegates of the International Red Cross and Red Crescent Movement is the body where the representatives of all components of the Movement meet to discuss matters of concern to the Movement as a whole.
The members of the Council are the delegations from the National Societies, the ICRC and from the International Federation.
The Council met in 2009 in Nairobi Kenya, on November 23-25.
